License Compliance Specialist I: The starting salary range for this position is $59,160 - $69,600 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $80,040, annualized.
License Compliance Specialist II: The starting salary range for this position is $68,880 - $86,100 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $103,320, annualized.
License Compliance Specialist Sr.: The starting salary range for this position is $89,040 - $111,300 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $133,560, annualized.

This position will be filled at one of three levels, depending on candidate qualifications. Levels are License Compliance Specialist I, II or Sr. Full job descriptions for each position will be provided at the time of interview.
JOB PURPOSE: Compliance Specialist I: Provide records coordination, application preparation, and research support for regulatory filings related to licensing; environmental compliance; and cultural resource and water resource programs. Compliance Specialist II: Implement processes and procedures to support compliance filings, documentation, tracking, monitoring, and communication associated with the District’s Federal Energy Regulatory Commission (FERC) hydropower licenses. Compliance Specialist Sr.: The License Compliance Specialist Sr. is a District in-house FERC compliance licensing expert focused on advanced license compliance activities and serves as a point of contact with the Federal Energy Regulatory Commission (FERC).

License Compliance Specialist I:
EF 45% Prepare and maintain records for regulatory filings to support the licensing, environmental compliance, cultural resource, and water resource programs. Information management to include organizing and entering information into the compliance tracking system and various electronic sites.
EF 35% Assist more senior License Compliance Specialists with document review, monitoring, tracking and status follow up regarding FERC orders and license documents. Provide timely reminders to staff responsible for pending license compliance tasks.
EF 10% Research and gather license-related information, as requested.
SF 10% Provide meeting coordination, preparations, communication and meeting minutes.
License Compliance Specialist II:
EF 30% Assist with coordination of FERC compliance filings and responses to requests for information. This includes providing support to District staff responsible for compliance with FERC license activities by researching preliminary license information for understanding compliance, and assisting with timely preparation of license materials.
EF 20% Provide technical support associated with interpretation of FERC Orders and license compliance requirements, track and ensure internal understanding for deadlines, provide correspondence and appropriate historical license documents associated with the hydro licenses. This includes, but is not limited to, reports and records from resource agencies, operations, engineering, environmental resources, FERC orders and decisions, license applications (original and subsequent), license orders and comprehensive plans for project areas.
EF 20% Develop and maintain the hydro license compliance database contents and the internal/external public library for storing and maintaining all hydro license project-related information. This includes organizing and posting documents on the appropriate sites and systems.
EF 20% File Amendments and Notices with FERC. This includes assisting the Senior License Compliance Specialist by producing draft amendment applications, incorporating license related citations, formatting and producing final relicensing documents and filing with FERC.
License Compliance Specialist Sr.
EF 35% Coordinate, research, and prepare FERC compliance amendment applications, letters, notifications, and reports for submittal to FERC in accordance with established deadlines. This includes coordinating reviews with appropriate internal resource experts and legal counsel. Identify and assign license compliance actions, communications and tasks to responsible staff.
EF 25% Act as the District's primary point of contact with FERC for all license related filings, orders, and notices. Provide document review, guidance and recommendations for the timely preparation of FERC license and agency submittals.
EF 15% Identify license compliance risks and advise staff on risk mitigation strategies.
SF 10% Perform project management activities including schedule development, organization and execution with moderately complex scope. Lead moderately sized teams and provide direction for internal projects. Stay abreast of District projects and operational processes to provide timely license compliance recommendations and FERC processes.
SF 5% Provide training and work oversight of lower level License Compliance Specialists and other team members.
SF 5% Represent the District and consult with agency representatives, local governments, and outside entities on license requirements, obligations, and related matters. Engage in industry forums and outreach activities.

Post-Secondary Education: Bachelor’s degree (B.S., B.A. from a college or university) in an environmental, science, technology, engineering, public administration, business, or a related field, or equivalent combination of education and experience.
Experience:
License Compliance Specialist I: No minimum experience requirement. Experience working in a legal, regulatory compliance, or related field preferred. FERC license compliance experience in the hydroelectric industry strongly preferred.
License Compliance Specialist II: Typically requires a minimum of three 3 years of experience working as a License Compliance Specialist or in a legal, regulatory compliance, or related field. FERC license compliance experience in the hydroelectric industry preferred.
License Compliance Specialist Sr.: Typically requires at least 6+ years of professional experience as a License Compliance Specialist or in a legal, regulatory compliance, or related field. Candidates with demonstrated FERC License Compliance experience in the hydroelectric industry strongly preferred.
